This card can only be activated at the start of your Main Phase 1. 
Until your next turn, you and your opponent cannot play or Set any Spell or Trap Cards.
Part of the big three natural backrow disasters, it is the one that's more "fair" than the other two. One might ask how the hell is it more "fair" than the other two? It disables my opponent from using/setting their backrow? For starters it does not  bounce nor does it destroy your opponents backrow, it's drawback disables you to play any Spells or Traps in the turn you use it. Madolche and Hunders would love to have this card back into the game, but that is not going to happen due to KONAMI's business strategy. But! Seeing Raigeki coming back there is always hope for KONAMI to return this baby! I mean it won't change the game that much it would just give a tool for monster-oriented decks to combat backrow-heavy decks. Would it not be great to see Rescue Kitty + Cold Wave turn one again ?

Rescue Cat is never coming back. Raccoons are a thing, and so is Ayers Rock Sunrise.

Cold Wave I don't think is ever coming back, with Exciton and BRD around, esp since it does more than disable backrow...

Actually, on the contrary. Cold Wave is arguably the most powerful of the 3.

Consider actually, the cold wave/cat format. The opponent sets three, but leaves a few support cards in hand for back up, just in case, like a smart player. You cold wave and then summon cat then proceed to make your little plays into hyunlei, ridding the entire back row your opponent had. Now the opponent has been officially screwed. All of their back row is gone and they have no ability to re set any more protection for next turn, allowing you, as the x saber player to do whatever you want without fear.

That was the x saber format.

Now consider that there are plenty of decks that can make cards like BRD and Exciton Knight as Rika mentioned before, not to mention decks like hieratics that can get rid of entire backrows all the while setting up a huge board.

The card is extremely powerful and too one sided for any deck that can use it effectively. It should stay banned.
