That's not the final roster, no matter what the internet says.
It's not a rectangle. It's always a rectangle. There are 5 slots left for a rectangle.
And other leaked pictures showed all-star mode being locked. All-star unlocks when all characters are unlocked.

This is it. The game is out in Japan, and this is what came out of the stream. Also, you're right, there's spots missing... that soon will be available for purchase as DLC =p

Just look at Mario Kart 8. Fire Emblem for 3DS itself has a significant amount of DLC. I mean, there was a leak with this same roster and it said there would be DLC in it, and so far it has been all true. This is all that people could unlock thus far in the stream and they are pretty certain there's not a thing left to get out character wise.

Nintendo is good with DLC unlike some other companies... the Mario Kart 8 DLC is a good price. $12 for like half a game? sounds good.

It won't be available that soon, you know.
Nintendo have stated that they will never leave bits out of their games just to add for DLC, nor will they release a game before it's finished and sell the other half as DLC. The DLC will be extra stuff demanded by fans that they didn't include, I think. (Cough cough mewtwo, k. rool, ridley etc)

Mariok Kart 8 DLC happened quite fast, and, if we follow the legitimate leak that gave us this roster, the DLC characters won't be what people asked for. Chorus Men, Wolf, Ice Climbers.

The internet cried when ice climbers weren't included. I, for one, want chorus men. They would be fucking awesome. Wolf, well... if he's a fox clone again I will be incredibly disappointed.
I bet they're keeping the real DLC sellers hidden though. Ridley is too big as a potential profit area.
