Heart of the Underdog Question

Sooo...let's say I have heart of the underdog face-up,And I draw an effect monster in the DP;Then I activate my face-down Legacy of Yata-Garasu in the same DP.Will i be able able to activate Heart of the Underdog's effect?

I wouldn't see why not.

Traps and Spells can be activated during the Draw Phase, after the Turn Player has drawn a card. After you draw your card, you activate Legacy and have it resolve, resulting in the draw of one card. If that card is a Normal Monster, you can reveal it and draw another card, via Heart of the Underdog, which would still be activating during the Draw Phase.

If you drew a normal monster with Legacy of Yata-Garasu's effect, yes.
